NOTES FROM WATERWAYS MEETING, May 21st, 1998

The Waterways Commission met on May 21st and took up the matter of the change of slip usage presented by Mr. Greg Tomasian and his partner Dr. Ralph Tomasian in their new vessel. This was a well attended meeting which included a number of guests including Selectmen’s Cyd Ziegler and Peter Luddy, Clem & Marilyn Kacergis, Carl Schoote, Alan McMullen and others from the ferry operation.
They had purchased the AMY M. a brand new 28’ lobster style boat which had already been reassigned by the Harbormaster to slip #10, another recreational slip at Allen Harbor Town Bulkhead (previously vacated by a boat owner Raymond Goguen). It was a reassigned recreational slip from a recreational slip. Slips at the Allen Harbor Bulkhead can technically be prioritized to Harwich residents as there is not federal or state money in this project. Both Tomasians are long time Harwich residents.
A request from Greg Tomasian for the lone open offloading permit given up by Sea Venture, (Vance Barker), was brought to the Waterways Commission. The Harbormaster was not comfortable with the granting a change in status without Commission approval.
Additionally, Bob Donovan, captain/owner of the GOING EAST was present and requested a change in status from Class B permit to Class A permit.
After much discussion . A motion was made by Fred Clancy , and seconded by Charlie Beggs to grant the offload permit A-2 to Tomasion for the AMY M., a vote was taken all in favor. A second Motion was made by Mr. Clancy to grant the next vacated offloading permit if one becomes available to Mr. Donovan for the GOING EAST. This was also voted.
Class A offloading permits are vital to the operation of a commercial groundfishing vessels. In the case of Class-A permits assigned to vessels renting Town of Harwich slips, should the vessel give up the rental space that offload permit should go with the assigned space to the new groundfish boat being assigned from the commercial waiting list.
