Members Present:     Fred Clancy, Eric Weiner, Paul Donovan, Charles Beggs & Matt Hart

 

Members Absent:      Alan McMullen,  Lee Scarbrough

 

Other Attendees:       Tom Leach, Harbormaster & Cyd Zigler, Selectmen

 

MEETING OPENED:  at 7:10 PM  by chairman Matt Hart

 

MINUTES READ:    A. The minutes for Oct. 15, 2002 were reviewed and approved.

                                   B. The minutes for Oct. 29, 2002 were read, one incorrect date change,

                                   (Oct. 22 to Oct 15) was corrected and then the minutes were approved.

 

COMMUNICATIONS: Letter from Ian Barker ref. To 30’ Slip being awarded.

There was a general discussion by all attendees about the potential of awarding a vacant 30’ Town Slip at Allen Harbor. Comments were made that potentially a larger boat from the 40’ list might be able to fit but, the general agreement of all attendees was that this had always been a 30’ slip and it should stay that way. Also, that the next person in line on the waiting list should get the 30’ Slip.

Motion by Fred Clancy: “This slip should remain a 30’ slip.”

Motion Seconded by Charles Beggs.

                                    All voted In Favor of the Motion

 

Motion by Clancy: “The open slip to be awarded to the next person

on the 30’ waiting list.”

Motion Seconded by: Charles Beggs.

OLD BUSINESS:      A. Results of the Oct. 29, 02 and Nov. 15, 02 Board of Selectmen’s meeting with regard to the Waterways Commission initiatives were reviewed without discussion;

 

1) Established 2003 Boat Slip & Mooring fees, 10% increase for 2003

2) Commercial “A” Fishing can no be authorized extension for additional charters each year.

3) Two Slips maximum assignment per. individual/corporation was approved

) Two versions of the Waterways Commission description were sent to Charter Review Comm.

5) Planning for both paid parking and winter storage at Saquatucket Harbor approved.

 

B. Continuance of Mr. Steven Sawicki Show Cause Hearing was completed, slip to be assigned to the next applicant on waiting list.

 

C. Comments about the awarding of the new lease for the fuel docks to Tom Whitely of Chatham.

 

NEW  BUSINESS:    A. Status of the outer Allen Harbor dredging was updated by Tom Leach

                                    B. Status of the proposed inner Allen Harbor Town Dock area discussed.

                                    C. Discussion about the potential removal of the Wychmere Storm Drain.

                                    D. Discussion about evening, non-authorized Tuna Sales at Allen Harbor

                                    E. Tom Leach wanted to make sure that the “Tonnage description and

                                    Measurement” was made clearer and that potentially one boat may have to

                                    be granted a one-time waiver because of a misunderstanding of the present

                                    description.
