Allen Harbor Bulkhead Failure of Deadmen

HARWICH - (3/28/03) The Harbormasters Office reports the apparent failure of a section of the Town Bulkhead at Allen Harbor Town parking lot at Lower County Road. The situation appears that the dead men tie-backs have failed in about forty feet of the bulkhead beginning at the southeast corner. The symptoms show a bulge forward of the wooden retaining wall in the first batter pilings. The bolt heads at extreme lowtide are visible and are missing due to rust, electrolysis or pressure causing them to pop. Also obvious is a clear settlement of the parking lot surface along the east side a drop representing 3-4 inches. The deicing pump housing is now skewed by 15 degrees.

The Town Engineering Department was called in during the low tide for a visual inspection and the problem has also been reported by the Harbormaster to the Town Administrator. The tie-backs in this same bulkhead failed and were repaired by emergency action taken by the Town in 1983.

Bulge in bulkhead is obvious by skew in the cap log at south end of the wall.

Main float bulged near ladder.

The Southeast corner of bulkhead, all deadman bolts have popped off.

Compressor box which was once level is now severely tilted from pavement settlement.
