Waterways Commission Meeting REGULAR MEETING Harwich, Massachusetts Community Center Room #4 MINUTES—March 15, 2005 Meeting Called to Order 7:103 PM Members Present: Paul Donovan Chairman, Murray Johnson, Matt Hart, Lewis Williams, Bill McShane Members Absent Fred Clancy (excused), Other Attendees: Tom Leach (Harbormaster), Dan Lowery, Ren Nichols, Ed Conway, Craig LeBlanc, and Tom Leach MINUTES READ: none available Chair introduced new member Lewis Williams also announced that Lee Scarbrough is resigning from the Commission and thanked him for his service. HARBORMASTER ITEMS: 1. Harbormaster Tom Leach said a recent survey of Saquatucket Harbor Channel at low tide, that the depth is OK at the moment. 2. Army Corp Dredging of Saquatucket Harbor Channel is not in their current plans. The town cannot let them not be responsible to their agreements. Would the fact of the Town of Harwich, doing the dredging by another means, result in the Army Corps backing out. 3.On Wednesday, April 27, 2005, the Harwich Waterways Commission voted unanimously to recommend that the Board of Selectmen, renew permits for Fish weirs as follows: Recommend to the BOS that on a one-time basis each fish weir permit owner and weir operator fishing in the Town of Harwich waters must transfer the permit from the current owner to the current operator. Each permit owner and weir operator shall jointly sign a letter to the BOS requesting this transfer. This request of transfer must be accomplished prior to the next scheduled renewal of the permit and if not accomplished the permit shall be revoked. Fee to be determined by BOS. APPEALS: 1. Peter Veale- question raised about mooring permit holder (# 219) using his mooring for the required 30 days. Harbormaster’s Office could verify that the boat did go on the mooring, but not for the required time. In a letter Mr. Veale said he had. The time in question is 28 or 31 days. A motion made to accept the appeal, since there the was reasonable doubt. Motion: By Murray Johnson to accept appeal Second: by Lee Scarbrough Action: Motion passed unanimously. NEW BUSINESS: 1. Mooring Servicing Agent Applications Motion: by Paul Donovan Second: by Matt Hart “ In accordance with the Harbor Management Plan, dated March 7, 2005, definition of Mooring servicing Agent, I move that the Harwich Waterways Commission recommend to the Harwich Board of Selectmen that the following be appointed as Mooring Servicing Agents, in the Town of Harwich, for a term of 3(three) years: Allen Harbor Marine Services Cross Rip Marine, Chatham Mooring Service and Harwichport Boat Yard for the areas applied for.” Action: Motion carried unanimously Chairman wishes to thank Lee Scarbrough for his service on the Commission.
