Waterways Commission Meeting REGULAR MEETING Harwich, Massachusetts Community Center Room #4 MINUTES—April 27, 2005 Meeting Called to Order 7:15 PM Members Present: Paul Donovan Chairman, Murray Johnson, Lewis Williams, Bill McShane, Fred Clancy Members Absent Matt Hart (excused), Other Attendees: Tom Leach (Harbormaster), Dan Lowery, John Our, Clem Kacergis, Mike Andolino, and Bob Widigren BOS liaison MINUTES READ: None NEW BUSINESS: 1.Transfer of Moorings of Harwichport Boat Works to Harwichport Boat yard# 1,2,17,51,59,62,78, and 201. Motion: by Fred Clancy Second: by Murray Johnson Action: carried unanimously 2. “R” permits to allow boat operators, with US Coast Guard Capt License, and required insurance to use Saquatucket Harbor boat ramp, to take charters on trailered boats. Motion: by Murray Johnson.. to recommend to the Board of Selectmen to amend the Harbor Management Plan as written Add to section 8.4 R. Class R permits will authorize “trailered day charter boats” only, utilizing the Saquatucket Harbor boat ramp and having a United States Coast Guard issued license to carry up to six passengers for hire, to operate as a paid passenger carrying boat from Saquatucket Harbor. Class R assignments will be awarded by the Harbormaster. Parking in the case of a “trailered day charter boat” would be limited to the towing vehicle and trailer plus one car, which may pay for for additional parking as required. No “trailered day charter boats” shall use the Allen Harbor ramp and Town Landing while conducting charter business in any form. Further, Class R vessels are subject to any restrictions imposed by the Public Access Board while operating in the boat ramp area. Class R vessels must carry a minimum of $500,000.00 Legal Liability and Protection and Indemnity Insurance coverage, which shall name the Town Of Harwich as loss payee. This is not a fueling permit. Class R permits that become forfeited shall be awarded to persons that are on the charter/passenger trailer boat waiting list only. Class R permit vessels are further restricted in carrying no less than two fewer crew and passengers than the limit set by the capacity plate of the vessel as set in 323 CMR 2.07(7). Class R permit vessels are restricted from landing tuna. Vehicles with trailers are not allowed to park in the west side parking lot of Saquatucket Harbor. FISH WIER PERMITTING Motion: by Murray Johnson Second: by Bill McShane Recommend to the BOS that on a one-time basis each weir permit owner and weir operator fishing in the Town of Harwich waters must transfer the permit from the current owner to the current operator. Each permit owner and weir operator shall jointly sign a letter to the BOS requesting this transfer. This request of transfer must be accomplished prior to the next scheduled renewal of the permit and if not accomplished the permit shall be revoked.
