MINUTES—July 20, 2005
Meeting Called to Order 7:15 PM
Members Present:  Paul Donovan Chairman, Murray Johnson, Bill McShane, Fred Clancy, Matt Hart, Dan Plunkett.
Members Absent: Lewis Williams

TOWN ADMINISTRATOR REQUEST: 
1. Notice of Board of selectmen hearing appeal of John Doherty on 7/25/05
2. Request to consider sale of shellfish permits at Harbor Master’s Office
MOTION:  by Murray Johnson, to table for further information from Harbor Master’s Office
SECOND by Fred Clancy
ACTION: Motion passed unanimously
HARBORMASTER ITEMS: 

COMMUNICATIONS: 
OPEN FORUM: 
               1 Matt Hart introduced that the WWC establish a MARINE USER PERMIT for boats on private docks. A fee would be set and contribute to maintain dredging and support the Harbor Maters Dept. A Public hearing would be necessary.
               ACTION: to table to a future time for further review and set up hearing.
APPEALS: 
1. Request from Bill Craig???That in his absence a friend can use his mooring.
MOTION: by Murray Johnson to grant the request
SECOND: by Bill McShane
ACTION: Y 3 – N 1 Motion carries
MOTION: by Murray Johnson that future temporary assignments of moorings or slips be requested from the Harbor Master before the Waterways Commission.
SECOND: by Bill McShane
ACTION: motion carried unanimously
NEW BUSINESS:
1. Harbor Rates for 2006. After review by members present the Commission voted to table any action till next meeting, with hope of more members in attendance, and that the Harbor Master is present.
2. Alan McMullen: Special Purpose Permit for the Ferry Freedom. Requesting that TRANSPORTATION be added to the uses in the SPECIAL PURPOSE SLIP /MOORING in the Definitions of the HMP page4 edition 3/7/05.
Also that the slip holder currently meets the provisions of HMP sec. 3.13 …providing Vehicle parking.
Matt Hart said that this action should include all “D” permitted boats. A sub-Committee of the WWC and the Board of Selectmen should be set up
