August 1, 2005 Special Meeting: accepted unanimously TOWN ADMINISTRATOR REQUEST: HARBORMASTER ITEMS: 1. Krussel appeal of non-use. Has tried to contact MSA in Pleasant Bay but has gotten no response. Harbor Master granted appeal 2. Fouhy appeal is #43 on the Herring River Mooring Wait list. Appellant lives 1/2 way between Rt. 28 and Lower County Road. He is requesting that a mooring be granted, to be placed in front of his property on the river. The area is nearly a 1/2-mile row from any public landing making it not desirable by anyone else. WWC members understood this point, but granting the mooring would not be fair or equitable to anyone higher on the wait list. Motion: by Matt Hart to decline appeal Second: by Murray Johnson Action: 5 yes – 2 No 3. Ellen Huetig dock. Request to extend dock and float in Wychmere Harbor eastern shore to 80” and the float to a 10 x 20. This will put the depth on the outside edge to 3FT at mean low water. 80Ft is the maximum allowed length. The applicant also would like the General Condition, that the dock be used by a sailboat only removed. Motion: by Matt Hart to approve the requested length of dock and enlarged float. Second: by Bill McShane Action: yes 5 – No 1 Motion carries Motion: by Fred Clancy to remove the sail boat only General Condition and allow a motor boat up to 32FT length over all. Second: by Matt Hart Action: yes 5 – no 1 Motion carries COMMUNICATIONS: OPEN FORUM: APPEALS: OLD BUSINESS: 1. Harbor rates for 2006. Chairman Paul Donovan left the meeting due to a conflict. Matt Hart became Chair. Motion: by Murray Johnson to create a Waterways User Permit for all private docks and marinas with a fee of $50.00 per year. Second: by Bill McShane Amended: by Matt Hart to read all vessels in the Waterways Committee Second: Action: amendment passed unanimously.
