Meeting Called to Order... 7:05 PM
Members Present:  Paul Donovan, Murray Johnson, William McShane, Fred Clancy, Lewis Williams
OTHERS: Greg Tomassian, Tom Leach harbormaster, Rene Reed Assist. Town Administrator, Wisneskey


The meeting opened with a moment of silence for Selectman, BOS Liason to WWC, retired fire chief, Mr. Peterson.

HARBORMASTER REPORT   (items)

   4.  Allen Harbor Dredging permits.
               4 permit outstanding for validity.
    5. Information on the Peter Bressard Issue / concerning ownership of boat and slip holder


     Appeal,  Greg Tomasian.     Two fishing vessels.  Swapped slip for outer harbor mooring.  Greg's boat in uncle’s slip.  Interchange seems reasonable but against rules.  "The 'exceptions' are what get us in trouble with the Attorney General."

  MOTION   Fred Clancy.... Moved to place signage along town slips at Allan Harbor bulkhead for boat owners and guests parking.

     Long Discussion... "D" Permits should be bid.  Bidding open to all.  Lists won't work...(collusion) Bidding is..."open, clear, fair, transparent
                                       3 years/up to 5 years.” Exemptions" do not preclude allowing bidding.  Inspector General recommends it. 

                                       
MOTION: Moved: by Murray Johnson to table to next month and to create language relative to “D” Permits

     CQB    Cape Quality Bluefin, Moved by Fred Clancy and Seconded, by Bill McShane to allow forklift on Wychmere Town Dock for haddock only, and that B permitted boats be allowed to offload at Wychmere Pier while participating in haddock fishery.
ACTION: Passed Unanimously
