Lee Scarbrough second. Action- Passed unanimously NEW BUSINESS: TOWN ADMINISTRATOR REQUEST: HARBORMASTER ITEMS: 1. Capital Outlay Committee approved projects A. Wychmere Bulkhead FY 2012 $200,00.00 B. Replace steel pilings Saquatucket Harbor FY 2012 2. TOWN MEETING 05 Warrant A.Wychmere Harbor Storm Treatment System Removal taken off Town Meeting 05 Warrant. B. Repair Allen Harbor Boat Ramp taken off warrant. 3. Saquatucket East Parking Lot and Boat Ramp still going forward this April. 4. Harbormaster is putting together a HARBOR INFORMATION Form for U.S. Army Corps of Engineers to help getting Dredging Saquatucket Outer Channel Dredged. The form will show the number of boats, commercial fishing, small passenger carrying, 6 man charter, and recreational. It will also list businesses that service or depend on the vessels. The form will try to put Saquatucket Harbor as being a better choice for dredging, than other harbors in the area. 5. Silas Philips dock permit on Herring River..approval of existing pier, to get paperwork for float and end of pier, and upland work going. MOTION: To approved Lee Scarbrough SECOND: by Matt Hart ACTION: passes unanimously COMMUNICATIONS: OPEN FORUM: 1. Vessel damage to Lynch boat in Herring River. The MSA for the area put in a mooring too close to the Lynch’s mooring. A windstorm caused it too hit and damage the Lynch’s boat, the MSA was unavailable, so the Harbormaster came and separated the boats. The MSA insurance company refused the claim. The Lynch’s were before the WWC looking for a solution. MOTION: by Murray Johnson…to have the Board of Selectmen have Town Council approach the MSA insurance carrier to resolve the matter. SECOND: by Matt Hart ACTION: motion carries unanimously 2. Big Project Matt Hart mentioned that the WWC should focus on this grant process for a pier in Allen Harbor 3. DEEP PROJECT Matt Hart mentioned that this should be looked at again. Deep Water disposal site in the area of Harwich / Chatham for dredge spoils. Murray Johnson said that he could get an opinion from someone at Woods Hole Oceanographic on studying making a deep hole in the harbor so they muck sinks into it, for the April Meeting. 4. Dan Lowery, Harwich port Boat Yard, spoke of a mooring held by Eric Bender, the boat is larger than the mooring permit. The WWC should watch for this, issuing the same number of mooring permits but for larger boats would lead to a crowding situation. Ed Conway, MSA for Round Cove / Pleasant Bay said the same situation is happening in Round Cove. APPEALS: 1. Carol Sim, was # 8 on the wait list for mooring in 1993, then changed to #32 in 1998. Harbormaster said there was a problem in finding when payments and applications were filed. Motion: by Murray Johnson ….put the Sims on the 40’ list with a Nov. 1995 anniversary date. They have been paying the application fees since then. Second: by Matt Hart Action: passes unanimously. OLD BUSINESS: 1. “D” permit fee proposal. Proposal to change Off Loading Permit Fee from $3 per person of vessels’ capacity to $12.50 per foot. NOTE: due to conflict of interest Chairman Donovan left the room for this Motion: by Matt Hart to postpone action for a month Second: by Murray Johnson Action: Motion carried NEW BUSINESS: 1. Establish a maximum boat size for Allen Harbor Moorings This had been 25’ on previous Harbor Regulations, but did not carry over to current Harbor Management Plan. Motion: by Matt Hart ..Reestablish the 25’ limit on boats on moorings in Allen Harbor.
