Members Present:  Paul Donovan, Fred Clancy, Eric Weiner, Lee Scarbrough, Charles Beggs

 and Matt Hart

MEETING OPENED: at 7:00 PM by Matt Hart, Chairman 

 

MINUTES READ: The minutes for the March 18, 2003 meeting were approved

                                    Motion by Eric W., Seconded by Lee S., and unanimous approval.

 

COMMUNICATIONS:  No New Communications.

 

OLD BUSINESS: Follow-Up discussion about requiring Recreational Boats to provide proof of insurance similar to what is required for Commercial boats for all boats using the Town of Harwich Slips. Motion by Eric W. seconded by Fred C. that the Harbormaster should contact the Town of Harwich Insurance department to determine if Insurance should be required for recreational boats. Unanimous approved.

 

2003 Slip Assignments: Tom Leach provided a list of the Slip and Mooring assignments, with the addition of Tom Birch to mooring # 209. Motion to accept the list with the one revision by Charles Beggs, seconded by Paul Donovan, unanimous vote in favor.

 

NEW  BUSINESS: Discussion about complying with the Town of Harwich  51%/49% Boat ownership regulation by providing the Harbormaster with a completed Coast Guard Form 1340.

Motion to approve made by Eric W. seconded by Charles Beggs, unanimous approval.

 

“C” Permits: Tom Leach mentioned that there needed to be a process to effectively show that a “C’ Charter Permit was in fact being used for Charter Purposes. Matt Hart suggested that one way to accomplish this was that each Charter Boat Captain should (beginning next spring 2004), present their log book or similar documentation that (showing that a minimum or 20 Charters were accomplished the previous year); to the Harbor Master prior to being re-issued the Charter Permit. The decision about the 20 Charter Trip requirement would be the determination of the Harbormaster each year previous to the issuance of the “C” Permit. To be discussed in detail at the next WWC meeting.

 

Dredging Program: The was a general discussion, initiated by Matt Hart about a long term Dredging Business Plan, copies of the new Town of Harwich Dredging information, from the web page will be distributed and discussed at the next WWC meeting.

 

Offshore Dredge Disposal Site: There was a discussion, initiated by Matt Hart about attempting to locate a “Dredging Dumping Site” for the South Facing Cape Cod Towns, more discussion will take place at the next WWC meeting.

 

Follow-up Information: Insurance Liability: There was a general discussion and questions about the requirements for both Commercial and Recreational boats over 25 feet in length, (boats under 25 feet should be covered a homeowner’s) Presently only Commercial Boats are required to have Liability Insurance. The question will be presented to the Town’s Insurance Department, through Phil Foster to determine if this is a potential requirement and also determine what other Town’s are doing about the same situation.

 

Trailer Boats Taking Out Charters: Fred Clancy brought up the topic about Trailer Boats that are taking out charters. These boats do not have Charter Permits and it has been suggested that this situation needs to be enforced. The topic will be continued at the next WWC meeting.

 

Approval of Slip Assignment: Motion was made by Paul Donovan and Seconded by Eric Weiner to assigned the next individual on the waiting list to slip # 12 at the Town Pier in Allen Harbor. Discussion in favor of the motion, by Tom Leach. Motion carried one abstention (Charles Beggs).

 

Suggestions for Town of Harwich regulations document (from Matt Hart as an individual).

Matt handed out a two page document to all attendees that was a composite of discussions, recommendations and statements about the potential changes of the Harwich Waterways Regulations with particular emphasis on Town Mooring Sites, Mooring Hardware and related issues. This is not a final recommendation one way or the other, it is a  start of a Discussion Document request by the Board of Selectmen as a starting point for public meetings. This document will be discussed  in more detail during the next WWC meeting.
