MINUTES—August 18, 2004

Meeting Called to Order 7:04 PM

Members Present:  Paul Donovan Chairman, Fred Clancy, Murray Johnson, Bill McShane, Matt Hart, Lee Scarbrough

Members Absent None

Other Attendees:  Tom Leach (Harbormaster), Dan Lowery (Harwich Port Boat Works), Ed Conway (MSA), and Charles Beggs

COMMUNICATIONS:

HARBORMASTER ITEMS:

1.      Tina Maloney, mooring permit holder in Outer Wychmere seeking reduced dockage for times when they are “FORCED” to evacuate the mooring to a “safe harbor”.

AMENDMENTS to Harbor Management Plan:

         Sec. 7.2 ADD “G.”    “Temporarily seeking sheltered harbor from high winds and waves, as a Town mooring holder in an exposed Harwich mooring field, not limited to hurricanes or tropical storms, as designated by the Harbormaster”

         Sec. 21.0 ADD under “Moored Boats”

                  “8. Vessels temporarily seeking sheltered harbor from high winds or waves, as a Harwich Town Mooring holder in an exposed mooring field, not limited to hurricanes or tropical storms.”   Page 21. “ See 7.2G”

         APPENDIX B – Marine Fee Schedule, A – Town – Owned Slip Rates

(TABLE)

          “Type = Extreme Weather (Year – Round), Fee = 1/2 the in season (6/15- 0/15) rate.

           Action: Passed unanimously

APPEALS

2.      James Coyle disagrees with services and charges from MSA in Round Cove. A         letter was presented from Mr. Coyle, A letter and invoice from Chatham Mooring Service, and e-mails from Mr. Coyle and Harbormaster.

Motion: A letter be sent to Wayne Melville, Town Administrator, that the WWC reviewed this and found to be a dispute between a MSA and a customer.

 Seconded: Bill McShane

 ACTION: Passed unanimously

 

3.      Stephen Smith has requested that a friend be allowed to use his mooring in Round Cove, for a period longer than two weeks. This has been approved by the Harbormaster.

Motion: by Matt Hart…”To approve this request for the remainder of the 2004 boating season.

Second: by Murray Johnson

Action: Passed unanimously.

4.      Ed Hadley appealed being dropped from the waiting list, (#55).

Motion: by Murray Johnson to deny appeal.

Second: by Matt Hart

Action:  passed 4 yes – 1 no Lee Scarbrough

 

OPEN FORUM:

1.      Dan Lowery of Harwich Port Boat Works that wording in Harbor Management Plan be changed. Page 6, Section 3.8 to use “Multi-use” instead of “transient”

Action: The WWC decided to put this item on the Oct. 19, 2004 Agenda

 

OLD BUSINESS: 

1.      Charles Beggs request that Cape Challenge, under the direction of Lee Scarbrough, be allowed to use his Mooring in Round Cove for the rest of the season

                         Lee Scarbrough excused himself

                         Motion: by Murray Johnson to approve the request

                         Sec: by Matt Hart

                         Action: passed unanimously

                       2. Harbor Management Plan Sec. 5.0 wording: Postponed to Sept. 21, 2004 Meeting

NEW BUSINESS:

1.      Elections: Paul Donovan nominated for Chair

                            Action: passed unanimously
